The Ministry of natural resources delimited the responsibility of producers for the disposal of goods and packaging

The Ministry of natural resources of Russia delimited the responsibility of producers and importers for the disposal of goods and packaging. The corresponding decree of the Government of the Russian Federation of July 25, 2018 №868, the draft of which was previously developed by the Ministry of natural resources of Russia, comes into force on August 4, 2018, the press service of the Ministry.

The resolution defines the list of documents on the basis of which the Declaration is filled out, as well as specifies the features of the Declaration of goods by manufacturers and importers.

The document clarifies the range of subjects obliged to carry out the Declaration of the number of goods issued in circulation in the territory of the Russian Federation for the previous calendar year, packaging of goods, in order to avoid possible duplication of Declaration.

The Declaration is submitted by the producers of goods in respect of goods and packaging produced on the territory of the Russian Federation; by importers of goods — in respect of goods and packaging imported from the member States of the Eurasian economic Union or imported from third countries to the Russian Federation and passed the relevant customs operations. Multi-turn packaging of goods is declared as goods.

The cases of granting economic preferences to imported products are excluded, as well as cases of double accounting by excluding from the declared volumes the quantity of goods (packaging in the composition of such goods) that are components, raw materials, materials for the production of other products.

The implementation of the powers provided for by the resolution will be carried out by Rosprirodnadzor and its territorial bodies.

The regulations contained in the resolution clarify the application of the Federal law “on production and consumption waste” and the RF Government resolution “on approval of the Regulations on Declaration of finished goods, including packaging, by manufacturers, importers of goods subject to disposal, the amount released in the territory of the Russian Federation for the previous calendar year”. They are aimed at the implementation of the task to reduce the negative impact of production and consumption waste on the environment.
